Description
Under general direction, assists in the oversight of financial matters for the County, including managerial, supervisory and administrative functions of the finance department and ensures the accuracy and completeness of all financial records.

This is a Fair Labor Standards Act Defined Exempt Position – Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the number of hours involved in completing the tasks assigned.
Tasks
Assists in a variety of high level managerial, supervisory, and administrative functions involved in the operation of the Finance Division with particular emphasis on accounting, financial reporting, budgeting, and procurement; develops goals and priorities; provides direction to finance division staff and assesses staff performance; interprets, administers and assists in the development of financial policies and procedures.
Plans, organizes, directs, and oversees the preparation of County budget and financial reports; ensures compliance with budget development, financial reporting and procurement requirements; assists in the development of policies and procedures governing financial accounting and budgeting; provides day-to-day management of the Finance Division.
Assists with oversight and control of County budget, department hiring, procurement and expenditures; assists in the development and implementation of County information technology systems and equipment plans, provides general direction relating to risk funding, insurance coverage, and risk mitigation
Assists in regular communication with the County Mayor, County Commission, and elected officials and other departments on financial matters; serves as a technical resource and maintains current knowledge of Tennessee Code Annotated, governmental accounting regulations, investment rules and market conditions, and other related laws and regulations governing areas of responsibility. Performs other related duties as assigned.
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of Tennessee Code Annotated (TCA), and administrative guidelines.
Knowledge of Government Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements.
Knowledge of Government Finance Officers Association (GFOA) standards, recommended practices and policies.
Knowledge of Internal Revenue Service Code.
Knowledge of Hamilton County policies and procedures.
Knowledge of Hamilton County Audited Financial Statements, Budget, and budget and accounting systems.
Knowledge of Hamilton County tax collection system and property appraisal systems.
Skill in reading, interpreting, understanding and applying Tennessee Code Annotated, related policies and procedures, applicable Federal rules and regulations, Hamilton County Policies and Procedures.
Skill in the application of accounting, risk management and procurement principles and standards.
Skill in working under pressure of deadlines, establishing and maintaining cooperative working relationships with department staff, other County departments and elected officials.
Skill in communicating effectively orally and in the development of written documents, reports, and financial information.
Skill in identifying, establishing and implementing operational standards, policies, and procedures for the division.
Skill in planning, organizing, developing and leading division staff to the achievement of division goals and priorities.
Skill in investment and control of financial resources, debt financing instruments, risk liability funding and insurance.
Minimum Qualifications
A Bachelor’s Degree in Accounting, Finance, or directly related discipline from an accredited institution and ten (10) years of direct work experience in the field of accounting, at least five (5) years of which must be in governmental accounting. Three (3) of the required ten (10) years of direct work experience must be in a supervisory capacity. A valid driver’s license is required.
PREFERRED QUALIFICATIONS:
A Certified Public Accountant (CPA) certificate is preferred.
ADDITIONAL REQUIREMENTS:
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
PHYSICAL REQUIREMENTS:
Work requires a minimum to moderate amount of physical effort with intermittent typing, sitting, standing, walking, and driving.

On-Site Employee Health Clinic

Hamilton County Government Retirement for Fulltime Employees:
Pension – Legacy Plan (hired prior to 10/1/2015), in which the employer contributes 14.70%.
Pension – Hybrid Plan (hired on or after 10/1/2015), in which the employee contributes 5% and the employer contributes 4%.
401K – Employer contributes 5% and the employee can contribute the amount of their choice.
457b – Employees have the option to contribute to this plan if they choose.

Hamilton County provides eight (8) weeks of paid maternity leave and two (2) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.
