Position Summary
Kansas Legislature seeks a talented and highly motivated individual to join the Kansas Legislative Office of Information Services team as the Director of Infrastructure and CISO. Reporting to Chief Information Technology Officer (CITO), the person in this position serves as the executive responsible for establishing, implementing, and maintaining the organization’s enterprise information security program with the goal of protecting the confidentiality, integrity, and availability of the organization’s information assets, technology infrastructure, and critical services.
This position is responsible for developing cybersecurity strategy, governance, risk management, compliance, security operations, and incident response while maintaining a deep understanding of enterprise infrastructure. The ideal candidate possesses extensive experience managing complex IT infrastructure environments, including networks, servers, cloud technologies, identity management, and enterprise systems, ensuring security is integrated into all aspects of technology operations.
This position works collaboratively with executive leadership, business stakeholders, and external partners to develop a resilient and secure technology environment that supports the organization’s mission.
Essential Duties and Responsibilities
Cybersecurity Leadership
- Develop and execute the organization’s enterprise cybersecurity strategy.
- Establish security policies, standards, procedures, and best practices.
- Lead enterprise risk management related to information security.
- Present cybersecurity risks, initiatives, and recommendations to executive leadership.
- Promote a culture of security awareness throughout the organization.
Infrastructure Security
- Design and oversee secure enterprise network architecture.
- Ensure security controls are incorporated into infrastructure design and operations.
- Oversee enterprise identity governance.
- Evaluate infrastructure technologies to ensure security, resiliency, and scalability. Review cloud migration strategies for security.
- Evaluate emerging technologies and recommend secure implementation approaches.
- Lead infrastructure modernization initiatives.
- Ensure security is integrated into infrastructure projects from planning through deployment.
Security Operations
- Direct vulnerability management and remediation efforts.
- Oversee security monitoring, threat detection, and incident response.
- Coordinate cybersecurity incident investigations and recovery activities.
Governance, Risk, and Compliance
- Maintain an enterprise cybersecurity risk management program.
- Conduct regular security assessments and audits.
- Ensure compliance with applicable laws, regulations, and industry standards, including:
- Develop business continuity and disaster recovery security strategies.
Budget and Resource Management
- Evaluate cybersecurity technologies and services.
- Manage cybersecurity vendors and contracts.
- Prioritize investments based on organizational risk.
Minimum Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Cybersecurity, Information Technology, or related fields.
- Ten (10) years of progressively responsible experience in information technology.
- Five (5) years of executive or senior leadership experience in cybersecurity or infrastructure management.
- Demonstrated experience leading enterprise infrastructure teams and cybersecurity programs.
Preferred Qualifications
- Master’s degree in Cybersecurity, Information Assurance, Information Technology, or Business Administration.
- Experience within state government, legislative branch, judicial branch, or other public sector organizations.
- Experience developing enterprise cybersecurity programs.
- Experience with hybrid cloud environments.
- Experience managing enterprise networking and data center operations.
One or more of the following:
- Certified Information Systems Security Professional (CISSP)
- Certified Information Security Manager (CISM)
- GIAC Security Leadership Certification (GSLC)
- Certified in Risk and Information Systems Control (CRISC)
