Position Summary
Under the general direction of the Chief Executive Officer, the Chief Financial Officer (CFO) serves as a key member of the Executive Leadership Team and is responsible for the overall financial stewardship, strategic financial planning, and long-term fiscal sustainability of Mt. Graham Regional Medical Center (MGRMC). The CFO leads the organization’s financial operations, revenue cycle, reimbursement strategy, budgeting processes, capital planning, and growth initiatives while supporting the hospital’s mission to provide high-quality healthcare services to the rural communities it serves.
The CFO develops and implements strategies to maximize revenue, control operational costs, optimize reimbursement, and ensure compliance with all applicable financial, regulatory, and reporting requirements. The position provides executive oversight for designated departments and serves as the primary financial advisor to the CEO, Board of Directors, Administrative Council, and hospital leadership team.
This position requires an experienced healthcare finance executive with a thorough understanding of Critical Access Hospital reimbursement methodologies, rural healthcare operations, strategic planning, board governance, and organizational growth opportunities.
EXECUTIVE AUTHORITY AND ACCOUNTABILITY
The CFO reports directly to and is accountable to the President & Chief Executive Officer for the financial administration of MGRMC. The CFO shall:
- Provide the President & CEO with complete, accurate, timely, and understandable information concerning the financial condition and performance of the organization.
- Promptly inform the President & CEO of material financial variances, liquidity concerns, reimbursement issues, regulatory concerns, internal-control deficiencies, audit findings, suspected fraud or financial misconduct, significant financial risks, or other matters that could materially affect MGRMC.
- Exercise financial authority within limits established by the President & CEO, Board-approved policies, organizational bylaws, applicable laws and regulations, and formally established authorization levels.
- Maintain appropriate segregation of duties, authorization controls, financial-system access controls, and other safeguards over organizational assets.
- Provide objective and accurate financial information to the Board of Directors and its committees and communicate directly with those bodies as required by organizational policy, governance responsibilities, or at the direction of the President & CEO or Board of Directors.
- Maintain the highest standards of professional integrity and exercise an affirmative duty of candor regarding material financial information, risks, errors, internal-control deficiencies, conflicts of interest, regulatory concerns, and compliance matters.
Required Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, Healthcare Administration, or a related field required.
- Master’s degree in Business Administration (MBA), Healthcare Administration (MHA), Finance, Accounting, or a related field required.
- Substantial directly relevant executive healthcare financial experience may be considered in evaluating advanced educational qualifications.
- Minimum of ten (10) years of progressively responsible HOSPITAL finance leadership experience.
- Minimum of five (5) years of senior financial leadership experience within a Critical Access Hospital and experience with rural health centers (RHCs).
- Demonstrated success managing the financial operations of a hospital or healthcare organization of comparable size, complexity, and scope.
- Demonstrated experience presenting financial statements, budgets, strategic plans, forecasts, capital plans, and key performance indicators to governing boards and executive leadership.
- Demonstrated success in hospital budgeting, accounting, reimbursement, revenue-cycle management, strategic planning, capital planning, and organizational financial improvement.
Preferred Qualifications
- Certified Public Accountant (CPA).
- Fellow of the Healthcare Financial Management Association (FHFMA), Certified Healthcare Financial Professional (CHFP), or comparable professional designation.
- Experience with MEDITECH and other healthcare enterprise financial information systems.
- Experience obtaining and administering federal, state, and private grant funding.
- Demonstrated success with facility expansion, service-line development, physician alignment, organizational growth, strategic partnerships, or other major healthcare initiatives.
KNOWLEDGE, SKILLS AND ABILITIES
The successful candidate must demonstrate:
- Advanced knowledge of healthcare financial management, accounting principles, budgeting, forecasting, financial analysis, and financial reporting.
- Comprehensive understanding of Critical Access Hospital reimbursement methodologies.
- Knowledge of Medicare cost-based reimbursement, Rural Health Clinic reimbursement, Medicaid/AHCCCS reimbursement, commercial reimbursement, and value-based payment methodologies.
- Strong knowledge of internal financial controls, audit practices, fraud prevention, and financial compliance.
- Strong understanding of healthcare financing, capital planning, debt financing, treasury management, banking relationships, and investment management.
- Strong strategic planning, business-development, financial-modeling, and analytical skills.
- Ability to interpret complex financial information and communicate it clearly to executives, physicians, Board members, managers, and other stakeholders.
- Exceptional professional communication and presentation skills.
- Demonstrated integrity, discretion, sound judgment, and ability to maintain confidentiality.
- Ability to establish and maintain effective working relationships with physicians, employees, Board members, community leaders, financial institutions, regulatory agencies, and other external stakeholders.
- Ability to lead through change and hold individuals and departments appropriately accountable for financial performance.
- Proficiency with Microsoft Office applications, enterprise financial systems, healthcare information technology, and financial-analysis tools.
- Experience with financing and funding options including Healthcare grant acquisition.
