Agency Information: The Health Care Stabilization Fund (the Fund) was created by the Kansas Legislature in 1976 as an essential part of the Health Care Provider Insurance Availability Act. The Fund provides excess professional liability coverage for health care providers as defined by K.S.A. 40-3401(f).

Position Description:
The Kansas Health Care Stabilization Fund (HCSF) has an opening for a Chief Financial Officer located in Topeka, KS.
This position reports to the Executive Director. The position is responsible for the agency’s budgeting, financial management, and accounting operations and provides leadership and supervision to the agency’s accounting staff.
Compensation: Minimum annual salary of $85,000

Job Responsibilities:
- Financial Data Analysis and Reporting
- Prepares monthly financial statements. Requires detailed analysts of actuarial reports pertaining to liabilities as well as of accounting data pertaining to income and expenditures.
- Completes quarter reimbursable transfer request. Carefully monitors reimbursement activity and transfers to the agency pursuant to K.S.A. 40-3403.
- Prepares monthly reports comparing actual expenditures by category compared to the budget approved by the Legislature.
- Takes sole responsibility for the preparation of the agency ACFR annual report and State of Kansas internal audit.
- Prepares special reports as requested by the Executive Director, Board of Governors and Kansas Department of Administration
- Supervisory of the Fiscal Section and Employees
- Supervises and assists in the operation of the Fiscal Section, which includes direct supervision of three employees.
- Ensures all fiscal and informational technology duties are performed in an efficient and timely manner.
- Approval of Payment Vouchers
- Reviews and approves payment vouchers processed by the Accounting Unit to assure proper coding.
- Maintains in-depth knowledge of the agency’s chart of accounts, distinctions between programs, and appropriate expenditure categories prescribed by the State accounting system.
- Management of Fund Purchase Activity
- Manages and oversees all purchase activities of the agency.
- Prepares specifications for solicitation of bids or requests for proposals and preparing language for contractual agreements between the HCSF Board of Governors and professional services.
- Monitors the progress of deliverables pursuant to contracts for services as needed.
- Analyzes state contracts and reviews purchase orders for accuracy.
- Preparation of Budget Proposal
- Prepares a detailed budget proposal for review and medication by the Executive Director.
- Includes analysis and understanding of income sources and trends, particularly surcharge revenue.
- Maintains expert level knowledge of the appropriation accounts, established legislative appropriations, and factors that influence expenditure trends.
- Maintains working knowledge of the Internal Budget and Reporting System employed by the Division of the Budget.
- Cash Flow Management
- Monitors HCSF cash flow and consults with the PMIB Director of Investments to select investments that meet the criteria in the HCSF Investment Guidelines.
- Financial Advisory to Executive Director
- Advises the Executive Director and FUND supervisors regarding business processes, particularly for purposes of protecting funds in custody of the agency and improving financial accountability.
- Liaison with FUND Sections
- Collaborates with the Compliance Section, the Legal Section, and the Information Technology Unit to perform MS Access queries for use by the FUND’s actuary.
- Displays in-depth knowledge of the HCSF database in order to assure that data provided to the actuary is complete and reliable.
Minimum Qualifications
- Five years of professional accounting or auditing experience, including supervisory or managerial experience involving planning, organizing, and directing the work of staff within a unit, program, or functional area.
- Experience preparing, administering, or monitoring organizational budgets and financial reports.
- Demonstrated commitment to confidentiality, accountability, and ethical stewardship of public resources.
- Strong analytical, organizational, and problem-solving skills with the ability to evaluate complex operational and financial issues.
- Demonstrated ability to provide leadership, exercise initiative, and collaborate effectively with executive leadership and staff.
- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint, with the ability to prepare financial reports, analyses, and presentations for executive leadership and Board of Governors.
- Bachelor’s degree from an accredited college or university with major coursework in a relevant discipline such as public administration or business administration, finance, or accounting.
Preferred Qualifications
- Extensive experience using the Statewide Management, Accounting, and Reporting Tool (SMART) and the Statewide Human Resources and Payroll
- Experience using Kansas Internet Budget and Reporting System (IBARS).
- Experience in a similar financial position in a Kansas state agency is preferred
- Master’s degree in public administration or business administration is preferred
