Job Summary
Serve as a member of the President’s Cabinet with executive responsibility to provide management and evaluation of instructional programs. Supervise assigned Associate Vice Presidents, Deans, and other functional units that support the accomplishment of the District’s Mission, Vision, Core Values, and the continuation of the District’s accreditation status. Has overall responsibility for services provided by these areas. In-person work on campus is an essential function of this position.
Essential Functions
Responsible for ensuring that the college provides qualified faculty and appropriate academic support services that carry out the mission of the college. Promote innovative and creative strategies in the delivery of instructional services. Promote a student-centered learning environment.
Provide leadership in the development of goals and objectives for instructional and workforce education, long range planning and related policies/procedures. Ensure compliance is being met with sponsoring agencies, state and federal standards. Implement approved programs and recommend modifications or changes.
Participate in executive level committees, act as liaison to community entities and workgroups as appropriate. Conduct special studies as assigned by the President of the College. Encourage excellence and innovation in teaching through the use of technology.
Supervise activities to meet student needs in support of the college mission, e.g. instructional committees. Ultimate oversight of a broad range of innovative student success initiatives, including, but not limited to, Veterans Resource Centers, First Year Experience Centers, and Family Friendly Centers. Responsible for participating in academic ceremonies, such as commencement.
Direct the development and execution of the fiscal plan for the areas of responsibility. Plan, develop, and administer annual budget requests and assume responsibility for department heads operating within the approved budgets. Support external funding activities.
Represent the division of Instruction and Workforce Education at the Board of Trustees meetings and other local, state, national meetings, and activities. Responsible for reviewing tenure policies and procedures.
Perform other duties as assigned.
Qualifications
Required Qualifications:
1. Master’s Degree and eight (8) years of related experience or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.
NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.
2. Experience planning, developing, and implementing goals and objectives.
3. Ability to manage multiple projects simultaneously with attention to detail, deadlines, and making decisions.
4. Experience working as a liaison at the local, state, and national levels.
5. Experience managing and supervising personnel.
6. Experience developing and executing budgets.
7. Working knowledge of rules and regulations affecting education and community college administration.
8. Experience using or integrating technology in higher education.
9. Exceptional interpersonal skills, excellent verbal and written communication skills.
10. Experience providing leadership and promoting academic excellence.
11. Experience conducting presentations, workshops, or public speaking.
12. Experience with on-line degree programs.
13. Demonstrated success in preparing and implementing grant proposals.
14. Established commitment to the principles of higher education.
15. Comprehensive knowledge of community college administration.
16. Knowledge of Texas and Federal laws and regulations related to education in general and community colleges specifically.
17. Ability to use logic, experience, and knowledge to evaluate information and problem situations.
18. Experience evaluating instructional effectiveness against measurable performance indicators.
19. Experience improving teaching and learning with a focus on achieving measurable student success indicators.
20. Ability to remain current with educational trends, issues, and challenges for community colleges.
21. Experience providing leadership at all levels of the College.
Desired Qualifications:
1. Doctorate Degree preferred.

Copies of transcripts must reflect completed coursework and conferred degrees. All academic coursework and degrees must be from an accredited college or university or be certified by an acceptable agency that the institution is recognized by the appropriate governmental agency in its home country (this is generally stated in the degree evaluation).
Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework.
Applications containing foreign transcripts that are not accompanied with the above required documentation will not be considered.
Out-of-town candidates invited for an on-campus interview will be reimbursed for the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.
