President & Chief Executive Officer
The Organization
Planned Parenthood Northern California (PPNorCal) was incorporated as a 501(c)(3) nonprofit and began offering high-quality health services in Contra Costa County in 1964. All PPNorCal’s health centers are licensed by the State of California Department of Public Health and are renewed annually. As early as the 1970s, we developed groundbreaking educational programming, such as parent/child sexual health education workshops. In the 1980s, our San Francisco location was the first Planned Parenthood (PP) in the nation to provide HIV testing and counseling. In 2021, PPNorCal was the first PP affiliate to go live onto the Epic electronic patient record system. In 2023, we were the first California-based PP affiliate to launch telehealth medication abortion (teleMAB) for patients in California at the time of their procedure. In addition, we were the first PP affiliate nationwide to make our website fully bilingual (English/Spanish), including the function to schedule appointments online. We are dedicated to prioritizing culturally affirming care, thereby increasing access by removing barriers to care and information.
PPNorCal has an annual budget of $76.5M, approximately 427+ employees with specific classifications union represented. Supported by active donors, PPNorCal currently raises $10-12M annually to support its work. PPNorCal is one of the largest affiliates in the United States. We operate across a diverse geography that is comprised of 20 counties that stretch from San Francisco to the Oregon border, including Del Norte, Siskiyou, Modoc, Humboldt, Trinity, Shasta, Lassen, Plumas, Butte, Tehama, Glenn, Colusa, Lake, Mendocino, Sonoma, Napa, Solano, Contra Costa, Marin, and San Francisco. The region is also home to the greatest diversity of Native American tribes in the state. Our 17 health centers and telehealth, serve a base of 86,000 patients for 183,000 visits on an annual basis – and the need for services continues to grow.
More than 82% of patients qualify for subsidized family planning services because their household incomes are less than 200% of the Federal Poverty Level. A full 86% of patient visits are covered either by state health insurance, Medi-Cal, or are self-pay.
Internal departments include Administrative Office, Data & Analytics, Development, Executive & Board Affairs, Facilities & Security, Finance & Accounting, Government Relations & Communications, Human Resources, Information Technology, Legal & Compliance, Payroll, Purchasing, Revenue Cycle Management. Clinical Operations includes Care Coordination/Patient Navigation, Community Health (encompassing Behavioral Health & Education), Patient Access (encompassing Contact Center, Telehealth, and Front Office), Clinical Practice & Training, Clinical Quality Assurance, Reference Lab, and Research.
PPNorCal’s mission, vision, and services are rooted in Diversity, Equity, and Inclusion (DEI) and advancing health equity. Our Board and staff mirror the diverse populations we serve with 73% of Board Members identifying as BIPOC. PPNorCal prioritizes inclusive policies and knows the value of lived experience. Proudly, 64% of PPNorCal’s overall staff identify as BIPOC with the Executive Team at 100%. By instilling belonging and inclusivity in our workplace, at our health centers, and in outreach efforts (including affirmative marketing strategies), we ensure that patients see themselves in the outreach information and awareness-building content produced and that they feel comfortable seeking care from our providers. PPNorCal prioritizes hiring diverse individuals, including our clinician pool, which is now 29% BIPOC identified, up from 20% in the previous year.
This commitment to DEI and advancing health equity is reflected in PPNorCal’s 2023 – 2025 Strategic Plan, which outlines three main goals that guide our work:
1. Activate growth by implementing strategies aligned with advancing health equity supported by PPNorCal’s workforce.
2. Enhance PPNorCal services and infrastructure to increase access to high-quality health care and advance health equity.
3. Embrace and promote all PPNorCal’s programs and services as critical to public health outcomes and achieving health equity.
PPNorCal offers compassionate and expert health care services which includes birth control, behavioral health, breast exams and mammogram referrals, cancer screening and management of abnormal paps, counseling, community health, emergency contraception, family planning, gender affirming hormone therapy, immunizations including Mpox and HPV immunization, limited primary care, medication and surgical abortion, menopause services, patient navigation, pregnancy testing and counseling, PreP- a daily pill to prevent HIV infection, PEP – treatment for possible HIV exposure, rapid HIV testing and counseling, telehealth appointments, testing and treatments of STIs, and vasectomy. These services are offered without judgment to people of all gender, sexualities, income, insurance, and/or immigration status.
PPNorCal is a leading advocate for reproductive freedom in California and collaborates with its partner affiliates at the state and national level to further the mission of the organization. To conduct more in-depth advocacy efforts, PPNorCal created the PPNorCal Action Fund (PPNorCalAF) a 501(c)(4) advocacy organization. The 501(c)(4) classification allows PPNorCalAF to engage in specific political activities and make additional lobbying expenditures that would not be allowed under PPNorCal’s 501(c)(3) tax status. The 501(c)(4) has a separate Board of Directors.
The Role
Reporting to and working with the Board of Directors, the President and CEO is responsible for setting and implementing a strategic vision that supports PPNorCal’s mission. The President and CEO oversees the management of the affiliate’s operations, finances, external affairs, and advocacy efforts. In partnership with the Board and the executive management team, the President and CEO also drives the development of operational objectives that support and enhance the current strategic plan. This includes ensuring the delivery of financially sustainable high-quality health services, building coalitions and community support, and laying the groundwork for a public policy agenda in a dynamic and distinctly challenging health care and political climate. Further, this person enables the affiliate to continue its tradition of innovation in service offerings and programs.
Given the changing health care landscape and the current political environment, the President and CEO also plays a critically important representational role locally, regionally, and nationally as the affiliate’s lead coalition builder and primary proponent of its mission. This person will participate in multiple forums and further PPNorCal’s relationships with Planned Parenthood Federation of America and the forty-eight PP affiliates nationwide. In particular, this individual must work closely with the six California PP affiliates and Sacramento advocacy team to continue to exert strong leadership in statewide policy setting. The President and CEO oversees both the PPNorCal 501(c)(3) and the PPNorCal Action Fund 501(c)(4) entities and works closely with the separate Boards to further the mission of both.
The President and CEO is a key contributor to PPNorCal’s fundraising goals through donor engagement and cultivation. The new leader is expected to expand and deepen relationships with the organization’s key supporters, partners, and governmental entities. This includes building the next generation’s involvement in the movement whether as supporters, advocates, or staff while also engaging long-time donors.

Candidate Profile
The President and CEO of PPNorCal will demonstrate a capacity for leadership through vision, communication, inspiration, and action. The successful candidate will be an experienced leader and manager who can manage a geographically dispersed, complex organization with significant daily operational pressures. The individual will have experience working closely with a board, staff, and other constituents to achieve ambitious goals in a fiscally responsible manner.
The individual will be confident and comfortable externally, with a demonstrated ability to engage diverse constituents and cultivate donor support. The successful candidate will also have exceptional strategic, political, fundraising, coalition building skills and will embrace the need to provide strong clear leadership in a time of significant political upheaval and challenge to Planned Parenthood’s mission. The individual will demonstrate deep alignment with the mission of PPNorCal and the movement nationally.

Demonstrated belief in and passion for PPNorCal’s mission and for the reproductive freedom movement more broadly. Actively supportive of social justice, abortion access, health equity, and DEI, and a successful track record of serving a broad diversity of gender, ethnic and racially marginalized patients, and communities. Capacity to be a convincing communicator of PPNorCal’s mission and values and, where needed, to take a firm stand in defense of the mission and reproductive freedom.
Strategic Leadership:
Proven success in developing and implementing an inspiring organizational vision and building consensus amongst staff and Board for this vision. More specifically, has a demonstrated ability to lead an organization amidst uncertainty, effectively addressing all levels of crises, and maintains confidence throughout periods of ambiguity. Experienced translating broad strategies into financial, operational, and programmatic goals and objectives. Further, has the financial and business acumen to respond to the complexities of health care delivery and reimbursements with a plan that ensures PPNorCal’s financial viability. Has proven ability to work collaboratively with a Board of Directors in support of mission. Politically astute. Understands the realities of engaging politically with local, state, and federal government; a results-oriented pragmatist.
Business Leadership:
An effective decision maker who utilizes financial information and data analytics to proactively adapt PPNorCal operations to an evolving regulatory environment. Has the demonstrated ability to manage an organization of equivalent size and complexity, or the readiness to do so; proven capacity to ensure sustainable business operations and to delegate authority and responsibilities appropriately. Needs to be well-versed in financial reporting, budgeting, and can analyze and integrate information to identify and resolve problems quickly. Experience in overseeing multiple facilities and prioritizing safety measures and capital improvements. Ideally, this individual will have a working familiarity with or ability to adapt relevant experience to a health care delivery environment.
Able to select, inspire, motivate, and mentor a highly capable executive management team and staff. This includes demonstrated ability to integrate diverse teams of people with multiple perspectives and talents. A collaborative and empathic leader capable of continuing a culture of engagement, collaboration, and empowerment. The new leader will also have a demonstrated commitment to creating an organizational culture centered in DEI and anti-racist practices.
Communications and Relationship Building:
An inspiring and persuasive communicator able to convey passion for PPNorCal’s mission. Demonstrated effectiveness in engaging with the media, policymakers, donors, and other stakeholders along with a clear sense of how to adapt messages to specific and diverse audiences. Has proven ability to build good working relationships with other agencies, partners, and community leaders and of building coalitions and strategic partnerships across a wide range of constituents. Capable of effectively collaborating with the Planned Parenthood federation regionally and nationally, including providing influential leadership with fellow California affiliates. Demonstrated ability to cultivate financial support for an organization or an initiative. Genuinely interested in individual donors and their motivations for giving. Capable of deepening relationships with existing donors while also engaging the next generation. Has proven ability to diversify an organization’s funding streams or revenues to ensure its financial viability.

· Relevant master’s degree (e.g., MHA, MBA, MPA)
· Minimum of 10 years’ experience as nonprofit and/or health care executive leader
· Minimum 3-5 years of executive leadership in overseeing a union-represented workforce
· Successful track record as an effective fundraising donor engager and cultivator
· Resides within the SF Bay Area and capable of providing full-time leadership in-person
· Demonstrated success in leading DEI and anti-racism organizational efforts
Compensation and Benefits:
Compensation is competitive and commensurate with experience. The starting salary range for this role is $475,000 – $550,000 depending on experience with a generous benefits package, including the following: Health, Dental, Vision, 401(k) Retirement with immediate match and vesting, Life Insurance, Short Term Disability, Long Term Disability, Paid Time Off, and more.
