HM Naval Base (Devonport) and the wider Devonport site has evolved into one of the largest bases of its kind in Western Europe and is today, a key Defence asset and main operating and support base for the Royal Navy. The unique opportunities offered are varied, challenging and exciting in supporting the Royal Navy to generate and operate forces across the globe.
The wider Devonport site consists of HM Naval Base (Devonport) (MOD owned) and Devonport Royal Dockyard Limited (Babcock owned). By its nature, the site is a highly complex environment where a myriad of strategic demands, commercial and financial arrangements combine to deliver Defence outputs.

It is a fast paced environment and a busy role which requires you to lean in and work with other teams to progress tasking. No two days are alike; however, it is a rewarding role putting you right at the heart of the activity with the chance to shape and influence positive outcomes for defence.
This post is advertised as 37 hours per week and due to the nature of the role requires an on-site presence.
Job description
To be the principal staff officer and Business Manager for the NBC(D) HQ, in direct support of NBC and DNBC. To understand, develop and articulate NBC’s intent and priorities, and be responsible for ensuring cross-directorate staff activity is focused on, and aligned to, them.
To be the conduit through which directives from higher HQs and external agencies is analysed, coordinated, delegated, tracked, collated, reviewed and submitted on time.
To be responsible for; generating, coordinating and managing the annual NBC(D) Business Plan; alignment with Dir SM’s business management plan; to coordinate the generation of pan-Directorate objectives; to manage NBC(D)’s JIRA tool; to coordinate routine MI in support of internal business delivery; and ensure compliance with NCHQ’s reporting regime.
To be responsible for the administration and management of NBC(D)’s risk; to manage the Naval Base Risk Register and all associated administrative activities in accordance with Navy Command direction. To identify and articulate composite, strategic risk for NBC(D).
To be responsible for implementation of SCRUM ways of working across the HQ and represent NBC(D) at Dir SM COS’ SCRUM.
To be responsible for the NBC(D) Knowledge & Information Management (KIM) function and the iHub; compliance with Navy Command’s IM Policy on Information Assurance and Data Protection; to manage the local IM Strategy, Plan and governance regime. Delivery of Authorised Condition Compliance Statement (ACCS)6 – Documents, Records, Authorities and Certificates.
To be responsible for managing Quality Assurance (ISO 9001:2015 and ISO 14001:2015 accreditation) across the HQ.
To be responsible for the NBC(D) Business Management System (BMS) encompassing Quality and Environmental Management Systems (QMS and EMS). To be the responsible for the delivery of NBC(D)’s Authorisation Condition Compliance Statement (ACCS)17 – Management Systems.
Person specification
To be an ex-officio member of the Exco.
To coordinate with E&O Manager to ensure that all visits are constructed to deliver the correct operational or strategic message iaw with NBC(D) intent.
To cultivate consensus, generate compromise, identify priorities and direct staff activity under the guidance of NBC and DNBC.
To be the Duty SEL
To be 1 RO to the SIO (SEO) and E&O Manager (SEO)
Executive authority over the SIO Department and E&O Manager.
Functional authority over NBC(D) personnel, including HoDs, in the delivery of primary and secondary responsibilities.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
