BASIC FUNCTION:
Under the direction of the Superintendent, the Chief Business Officer is responsible for all phases of business services in the District, including financial planning and budgeting, nutrition services, risk management, facilities expansion, capital projects involving school construction/modernization, purchasing, and transportation; assists the Superintendent in providing staff aid to the principals and administrators; develops plans for financing all aspects of the District’s programs; evaluates the effectiveness of District business programs.
This position has been designated as Senior Management pursuant to Education Code Section 45100.5.
DISTINGUISHING CHARACTERISTICS:
The Chief Business Officer is distinguished from the Director of Fiscal Services in that the latter serves as a fiscal operations manager and auditor ensuring day to day accounting and fiscal activities are performed as required, while the former has responsibility for overall district-wide business operations.
Serves as Chief Business Officer for the District; supervise, direct, and evaluate the administration of business services which includes accounting, purchasing, maintenance, operations, transportation, and nutrition services.
Prepares and presents the annual District budget under the leadership of the Superintendent; oversees the annual District budget consistent with District Local Control Accountability Plan goals and objectives, applicable laws, codes, ordinances, and professional accounting standards; prepares financial reports and documents for the Board and for timely and accurate reporting within the State and County legal requirements; conducts financial analysis and make recommendations as appropriate.
Provides general supervision of all contracts, insurance programs, investments, and other business transactions of the District including development, negotiations, amendments, and reviews.
Provides consultant service to school principals and department administrators on all matters relating to business services including proposed educational programs and works to provide the revenue necessary to implement programs as they are developed.
Directs the administration of the inventory control for district owned material and property.
Maintains accurate accounting and appropriate records, including payroll, cash receipts, and expenditure records; administers pupil attendance and enrollment records; prepares required county, state and federal reports, and annual audits.
Administers and provides supervision of purchasing, including storage and/or distribution of all supplies and materials; prepares and analyzes bids and quotations in compliance with relevant laws; and makes recommendations on contracts and award of bids.
Evaluates and approves/disapproves work requests involving maintenance, construction, alteration, remodeling, or other capital outlay expenditures.
Plans, recommends, and establishes procedures and controls for efficient property management, including collection and monitoring of developer fees, rentals, and contracts; administers rental and leasing of facilities.
Assists in the development of management options and preparation of data essential to the collective bargaining process; provides assistance in negotiations and in administering contracts.
Communicates with other administrators, personnel, and outside organizations to coordinate activities and programs, resolves issues and conflicts and exchanges information.
Provides leadership in the development and implementation of the business policies, procedures, and programs for the District.
Serves on the Superintendent’s cabinet, various committees, and councils; attends all meetings of the Board of Education.
Organizes and administers in-service training to continually upgrade the procedures affecting the Business Department.
Evaluates the performance of assigned staff; interview and select employees; reviews evaluations of all personnel within the organizational responsibilities; and conducts or provides staff development for division staff.
Attends federal, state, regional, and other conferences and meetings regarding District finances, facilities, and operations.
Performs related duties as assigned.
Any combination of experience, education, and training that would likely provide the required knowledge and abilities is qualifying. A typical combination would be the following:
Education:
Bachelor’s degree in business, management, finance, or public administration or related field.
Master degree in related field is desirable.
Experience:
Five (5) years of experience as a director or manager in business administration that involves or demonstrates the ability to direct financial planning and budgeting, maintenance, operations, transportation, facilities, purchasing, capital projects involving construction/modernization, and property and risk management, with a minimum of two (2) years of experience in a public or school environment is required.
Language Requirements:

Licenses and Certifications:
CBO Certification from CASBO or equivalent certification from a professional organization is desired.
WORKING CONDITIONS:
Work Environment:
Office environment; direct contact with the public, students, parents, staff, and other school personnel, with a high volume of work and frequent interruptions. Subject to attending meetings and driving to various schools to conduct work.

SCREENING PROCESS

EXAM PROTESTS
Protest of any part of the exam process must be in writing and submitted to the Personnel Director no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results. ESTABLISHMENT OF ELIGIBILITY
Candidates who are successful in all screening and testing stages will be placed on an eligibility list. Typically, an eligibility list for a classification expires after one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change.
SELECTION PROCESS
Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Please note that candidates will be removed from the eligibility list for declining the invitation to interview more than three (3) times.
OFFERS OF EMPLOYMENT

Offers are subject to satisfactory completion of ALL the pre-employment processing including: successful completion of a drug test, tuberculosis examination, fingerprint clearance by the California Department of Justice, and proof of eligibility to work in the United States.
ADVANCED STEP PLACEMENT
All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from the Personnel Commission. Requests for advanced step must be submitted in writing to the Personnel Commission office before the employee’s first day of work.
Approval will be based on the following criteria:
a. Additional qualifying experience beyond that required for entry into the class.
b. Additional education at the college level when related to the position, beyond the established educational requirements for entry into the class.
c. Evidence of currently receiving a salary greater than the first step of the salary for the classification.

APPOINTMENT
An employee appointed to this class must serve a probationary period of one year during which time an employee must demonstrate at least an overall satisfactory performance. Failure to do so shall result in the employee’s termination. This class is designated both supervisory and administrative.
